*LONDON, March 4.- The official weekly review of Irish conditions states that there were 32 casualties to the Crown Forces during the week ending February 26 as compared with eleven the previous week. A sinister feature is the cold- blooded assassinations of individuals. Five police and five soldiers were so murdered during the week ending February 26, besides fire soldiers mur dered in Cork on February 28. Except two police, all the murdered man were unarmed, and the five soldiers were murdered after they had been taken prisoner. Two civilians were also assassinated on the ground that the were alleged to have communicated with police or military. Internment orders numbering 136, were made. There are now over 2,000 persons interned.

LONDON, March 4. Interviewed by the Pall Mall Gazette, Mr. Wellington Koo emphasised that the great problem of China was to divert money from military into civil channels. If the army were reduced to a strength sufficient for police purposes large sums would be released for education, sanitation, and economic development. Mr. Kao declared that the internal troubles in China were much exaggerated. Political difficulties were being adjusted, If the Chinese were left to work out their own salvation they would un doubtedly soon adjust their troubles.

PARIS, March 4. Before the termination of the session of the council of the League, the Swiss incident regarding the transit of troops for the Vilna plebiscite was closed by the Swiss delegate, on behalf of his Government, acknowledging the moral duty of members of the League to support the Council's recom mendations. Mr. Da Cunha, the President, in a closing sxech, dwelt on the authority and prestige of the League which had convinced the in- credulous, and endorsed Mr. Lloyd George's opinion that the existence of the League in 1914 would have made war impossible.

The imperial customs conference is proceeding very satisfactorily and has reached virtual agreement in the main objects of drawing up a single form for declaration of values for duty purposes, and a form of certificate of origin applicable to all parts of the Empire, thus avoiding the separate and distinct certificates at present required by the different customs authorities.
