THE BLUE FUNNEL LINE
He detailed the losses of the Allies in killed or crippled, pointing out that France and Britain alone were each bearing an annual burden in respect of pensions that was thrice the amount of the whole annual pay- ment now offered by Germany as reparation for all damages. Germany was now offering not a fourth of the sum required to repair damages and that only on condition that those needing it find it out of their own pockets first on highly privileged terms, when they can with difficulty raise money in their own markets to carry on the work of government. "I cannot understand the psychology which permits the representatives of a country whose government was responsible for the most devastating war in the world's history to come solemnly with such terms to a conference with the representatives of the victims of that devastation."

compared with Britain's, centage of populations per He declared that Germany's apparently gigantic debt was reduced ́almost | equal to her prewar liabilities by the process of depreciating currency," He said Germany's failure to bring up taxation to a level with the faxes of the Allies alone constituted an infringement of the treaty of Versailles and until she imposes.at least equal taxation she will be unable to plead inabir ty to meet the Paris demands. He concluded that further reflection had these counterproposals confirmed the Allies' first impression that

He was authorised their consideration. to devote sittings to to make the following declaration on behalf of the Allies. The German government has already defaulted in respect of some of the most important provisions of the treaty of Versailles, namely, the delivery of war-criminals to trial, disarmament, and the payment of twenty milliards of gold marks in cash or kind. The Allies had not insisted on the letter of the band but bad extended the time and even modified the character of their demands and each time the German government has falled them: Despite the treaty and the undertaking given at Spa the criminals were not tried, let alone punished, although the evidence had been in the hands of the German Government for months. Military organisations, open and clandestine, were allowed to spring up that should have been surrendered. If the German government sincerely desired to. help the Allics to repair losses, the Allies would still be ready to make allowances for, the difficulties of Germany but these counterproposals convinced the Allies that the "German government did not intend to carry cut the treaty obligations or that it was not strong enough to lace selfish and shortsighted opposition and insist on necessary sacrinces. If this were due to the fact that German opinion did not permit it, ha; made the situation more serious and leaders of opinion must reeve that the Allies could no permit any further paltering Swatow, Ainoy and Foochow with the treaty. Allies must act on the assumption that the German government was not merely in default, but deliberately in default.

Lloyd George explained that this meant the decuction of part
goods bought from Germany Svatow, Shangbai and North China of the purchase value of any
to the by allied countries. A certain proportion would be paid exchequer here and the rest would be forwarded to Germany Bwatow, Straits and "Bangkok ............................... with an exchequer receipt for the amount which had been deducted. He asked whether von Simons would answer now or prefer a meeting in the afternoon. Von Simons replied that he would answer in a few wards immediately. He said the German del:gation would examine the speech of Lloyd George and the documents with the care due to their importance. He undertook to reply before Monday but begged to state that Lloyd George seemed to mistake the intentions of the German government. In German opinion no occasion would arise for coercive measures.
