He detailed the losses of the Allies in killed or crippled, pointing out that France and Britain alone were each bearing an annual burden in respect of pensions that was thrice the amount of the whole annual pay- ment now offered by Germany as reparation for all damages. Germany was now offering not a fourth of the sum required to repair damages and that only on condition that those needing it find it out of their own pockets first on highly privileged terms, when they can with difficulty raise money in their own markets to carry on the work of government. "I cannot understand the psychology which permits the representatives of a country whose government was responsible for the most devastating war in the world's history to come solemnly with such terms to a conference with the representatives of the victims of that devastation."

Allies must act on the assumption that the German government was not merely in default, but deliberately in default.
