TARIFF REFORMERS BEVIVE,

COMMISSION COMING.

LONDON, March. 2.

In the House of Commons, replying to Sir John Randles, Mr Montagu sunced that a commission would be appointed to examine, with reference to all the interests concerned in the future fiscal policy of the Government of India, including the desirability of adopting the principle of Imperial preference. He emphasised that no decision with regard to it- perial preference could be taken until the commission reported.

Joynsen Hicks asked if Montagu would whole-heartedly support the prisciple of imperial preference.

Montagu replied that be was very anxious that in any fiscal arrange. ment devised for the Empire and India, India should take her place as a free partner in the British Empire and follow the general imperial practice. (cheers).

The people of Great Britain most make np their minds (as I believe they are quite willing to do) that henceforth Indians must play a far larger and more direct part in the control of their own affairs. They will probably govern themselves far less efficiently than we have governed them, but it will be madness to resist the spirit of the times.

The period of transition will be anxions and there may be grave trouble during the coming year, but

Sentiment in the cotton markets has steadily weakened again, and prices have receded almost day by day. Trade buying of cotton for American mills still appears to be on a better scale, but New York has been un- favourably influenced by Liverpool, where the demand for actual cotton has shewn a marked falling off once! more, and fairly extensive selling has taken place. No support is forth- coming from the mills here and in spite of the better New York adrices it is quite impossible to maintain any steadiness in prices until there is an all-round improvement. The latest Census Buress Report of American.. cotton gianed up to the 16th inst. is 12,016,000 bales against 10,307,120| last year, and 11.04892 the year before. The yarn and cloth sections have relapsed into their recent state of dulness so far as actual business is concerned. There is still a certain amount of enquiry about for goods of which stocks are apparently very low, but the weaker basis is again causing buyers 'to withhold purchases for anything beyond the inost press- ing requirements. Cloth prices are lower, as rams have lost most of the advance gained last week. There is some enquiry from Calcutta but) offers are generally too low to be practicable. Java showed some signs of buying but very Ettle has been done up to the present. Reports from China are not very satisfactory and there does not appear to be any likelihood of much buying before their New Year Festival, next month at the earliest. Altogether, the iw- mediate outlook is not very good, but at the same time it is quite certain that stocks in the various upcountry centres of the larger markets, as India and China, are comparatively low, and provided there is a determined and energetic attempt to keep goods moving, even at some sacrifice if necessary, an improvement should not be long delayed.
