Herr Simons reiterated that the proposed annuities and export duty Swatow, Amoy and Foochow --were tantamoun: to enslaving the German people. He revealed that a committee of German experts had revised its first opinion that counter proposals were impossible and bad now prepared suggestions which would afford a wider basis fçr agreement than the Paris decisions. These would be considered by the Cabinet. He concluded, by asserting the impossibility of one country repairing the losses of twenty-seven. Referring to the article in the Stiones organ, Herr Simons gave a warning against political adventurers, declaring that such would be mercilessly crushed:

As briefly reported in our second and third editions yesterday, the explosion in the Hay Sun Eire Cracker factory, "occupying the old small-por hospital on a hili” near Ho Mm Tin, Yaumati, caused xf heavy loss of life. So far it is known that eleven women operatives were killed, and twenty-eight persons, all women with the exception of one. were injured sufficiently to require their removal to the hospital. There is a possibility that other bodies may still be beneath the ruins, and the search was continued to-day.

The explosion occurred yesterday afternoon about 2.20, and the cause has not yet been determined. The factory was started several months ago by Mr. Priestley, an American, for the manufacture of fire crackers for export, and employed about 150 workers, nearly all women and girls. The building originally was the small- pox hospital. It was situated on ą! secluded site, reached from the Kaw-i loon City Road by a long, steep path. It was partly because of its seclusion and the height of its location that: the damage and loss of life wETESO heavy, as it was impossible for the fire brigade to get water to the spot. in sufficient quantities to enable it) to fight the Bames that broke out immediately after the explosion.

The building was a structure of one storey, with a centre entrance Iepening into a broad passage covered by a domed roof, and rooms on each i side.

Back of the build- ing were two onthouses, connected with the main structure by covered walks, and about 100 yards away were two small powder magazines.) Fortunately the latter were not dis- turbed by the explosion.

The explosion was the second in the factory, the first occurring about i two months ago and causing the death of two persons, a young girl and a woman.

Yesterday's catastrophe was ac-} companied by a great roar, followed by the continued rattle of fre crackers, as parcels of explosives caught fire. By the time that the crowd of persoms, attracted by the reports, arrived at the scene," the building was in fames. In a short time the police reached the spot, to be followed quickly by Mr. T. E. King, Deputy Superintendent of Police. Unfortunately it was practic- ally impossible for those on the outside to do much to help the victims trapped within. The heat was so great that would-be rescuers could hardly approach the building; there was zo water with which to put out the fire; and consequently police and firemen alike had practi cally to stand back and watch the fire burn itself.out.

While the fire raged, the explosions within continued. The roof was blown away, bit by bit, tiles, bricks, and pieces of timber being hurled in all directions. The walls, for the most part, remained standing. Such of the roof as was not blown away fell in
