WASHINGTON, February 23. Following on the verdict in the case of Lieutenant Langdon, the Japanese Government has again expressed regret in a note which says that while the court martial found the sentry had complied with orders he was sentenced to a month's confinement in barracks for testifying falsely at the trial. The Japanese commander at Vladivostok was removed and degraded and four other officers were punished. Mr. Colby declared that Japan in publishing a paraphrase of the note to America acted promptly and sincerely. The note would be undoubtedly received with general satisfact-! ion in the United States. Official circles would regard the incident as closed except the matter of reparation.

Mr. Austen Chamberlain amources that after providing £10,000,000 for refunds and approximately 1,000,000 for interest as pre-payinent, the net ariount, the excess profits duty paid to the Exchequer from April 1, 1920, to February 19 1921, was £191,000,000.

A statement made by the Reparations Commission generally confirms the figures mentioned yesterday. It shows that the claims of the British
Empire total £2,542,000,000, of which the biggest items are £736,000,000 for shipping, and £1,706,000,000 for personal damages, including military pensions. The claims of Japan total 832,000,000 yen.

WASHINGTON, February 24. The choice of Mr. Edwin Denby, of Michigan, as Secretary of the Navy, came as a surprise, as his name had never been mentioned in the newspaper speculations. Mr. Denby, a lawyer and business man, is the son of a former Minister to China, and has served in the Chinese Maritime Customs.
