TRADE WITH RUSSIA.

GOVERNMENT CONSIDERING MOSCOW'S AMENDMENTS,

LONDON, February 17. In the House of Commons, replying to a question, Mr. Lloyd George said that Moscow replied on February 5 proposing certain amendments to the British proposals for an economic agreement. The Government was considering these. M. Krassin was expected to arrive in London shortly.

IRISH QUESTION.

LOCOMOTIVE ENGINEERS' UNION NOT TO STRIKE.

LONDON, February 17.

In connection with the threat of the Locomotive Engineers' Union to strike unless the Government granted an inquiry into the recent shooting of Irish railwaymen at Mallow, the executive of the Locomotive Engineers' Union has instructed the members not to strike on February 20 as previously instructed or in the future on the Irish question unless further instructions are issued.

MELBOURNE, February 17th. The Commonwealth Government has decided that certain refunds arising from the recent High Court judgment laying down the calculation of duty on foreign goods should be based on the commercial rate of exchange, not on the par value of the currency of the country of origin.

Official circles are confident that the controversy with China regarding the cancellation of the Shanghai wireless contract(mentioned in our earlier cables) will be satisfactorily terminated before Mr. Harding's installation. A note was despatched through Mr. Crane after the latter had repeatedly in- formed Washington that the cancellation of the contract would be a blow to the "open door" policy in China. The note was strongly worded, it is be. lieved, forecasting the possibility of Mr. Crane's withrawal in the event of China's persistence.

Losnos, February 17th, The rubber situation was discussed by Mr. Hotchkiss, President of the General Rubber Company, in an interview with Financial Times representative. Mr. Hotchkiss was disinclined to regard tha present slump, if it does not last too long, As an unmixed evil, after last year's over-trading. There was no indication of an early recovery. From the manufactur ing standpoint, he approved of the Rub- ber-Growers' Association's movement for the present restriction of output, pre- vided that the latter was purely volun tary, but he strongly opposed artificial schemes tending to force up prices Government interference, The General Rubber-Company's belief that im present trouble was only temporary was demon- strated by the fact that, despite the aur. tailment of tapping operations in Malay Etates and Sumatra, all labourers were retsized and otherwise atilised. He re- garded that a forinto half- a crown fair price for plantation product.
