LABOUR CONVENTION.
WHAT THE PARTICIPATING GOVERNMENTS HAVE DONE.

LONDON, January 27, The twelve months in which the Governments are required to carry out their obligations under the Washington Labour Conference ending on January 27, 1921 expired today: The International Labour Office issues an account of the state of the legislation in this connection in the various countries, which shows that Canada referred the Convention's recommenda tions to the provincial authorities and that the Federal, Farliament is considering the matter at the next session. In France the bill as regards the employment of women before and after childbirth was passed by the Chamber of Deputies. The remaining recommendations of the Convention are being examined by the Chamber of Deputies' labour commission. In Germany the Federal Cabinet is examining legislative measures in this connection, In Britain bills have been passed as regards juvenile employment and women's might work. The Government intends to legislate for an eight-hour day. In India the Convention's recommenda tions were examined by the Government and proposals are shortly being submitted to the Legislative Council. In Japan bills have been prepared. It is expected that, all the Convention's recommendations will be ratified within the next six months. In South Africa the principle of hours re commended by the Convention was accepted by the Government and a bill prepared. Australia is not mentioned.

INTERNAL POLICY INVIOLATE.
LONDON, January 27,
Mr. Arthur Henderson, on behalf of the Labour Party, wrote to M. Krassin on December 19 specifying à series of severe disciplinary measures by the Soviet authorities against persons who gave the British Labour delegation information during the delegation's visit to Russia, in spite of previous assurances to the contrary. Mr. Henderson invited the observa- LADIES' & GENTS'tions of the Soviet Government on the matter. M. Krassin replied on December 28 admitting Mr. Henderson's charges but denying that the treatment could be associated with the British delegation's visit. He points out that the Soviet never disguised its so-called unconstitutional methods in its struggle against a counter-revolution, but the Soviet refuses absolutely to entertain any attempts to exercise influence on its internal policy of give any undertaking as to the condition of foreign support.

The Rotterdamsche Nimuwsblad is summoning the ex-Kaiser as a witness in a libel action brought against the paper by a German resident named Reisbermaan who it is alleged has been using a visiting card inscribed Steward and Private Secretary to His Majesty William II at the Chalean Doom," and offering the sale of pictures and furniture belonging to the ez-Kaiser.

LABOUR CONFERENCE POSTPONES DIRECT ACTION THREAT.
LONDON, January 27. The National Labour Conference today postponed until February 23 the decision to take direct action if the. Government did not accept its unemployment proposals.
[The draft proposals of the Labour Committee include a universal 44-hour week. State unemployment benefit for married men of £2 weekly and for single men 25s, a week, with additional allowances for children, the total rejection of the 'short time proposals, an increase in the school age to 15 years, a system of international credits, and the resumption of commerce with Russia and Central Europe]

Reuter learns that Lord Milner, continues at the Colonial Office till the end of the second week in February. Meanwhile Mr. Winston Churchill remains at the War Office to which, no appointment is likely to be made till Mr. Lloyd George returns from Paris. A suggestion in a morning paper that Colonel Amery is not desirous of serving under Mr. Churchill at the Colonial Office is discredited in well-informed quarters.
