Tomorrow's sitting will be devoted to an investigation of the ditions in Austria and thereafter to the affairs of Greece and the East.

PARTS, Janusty 25. The participants in the conference are reticent but from the fact that the agenda is so arranged as to dispose of the least controversial questions first in the opening days, the meeting has apparently accomplished less than was hoped. It seems that the British favoured consultation with the Germans before confronting the latter with the final disarmament decision, bat M. Briand opposed the other delegates and suggested a compromise, urging the immediate determination of policy but permitting the Germans to state their views regarding matho ds of carrying out the terms. It is generally considered that the last named is most likely to be the course subsequently adopted.

To-morrow's agenda includes the economic reconstruction of Austria in connection with which the French have prepared a scheme upon which the bighest hopes of a favourable agreement are based.

FRENCH SATISFACTION.

PARIS, January 24. French sources indicate that French representatives are quite content with the progress made in the disarmament question. The opinion prevails that an Allied note will grant an extension of two or three months of the time within which Germany must conform to her disarmament undertakings.

INTERNATIONAL SHIPPING FEDERATION CONFERENCE.

A. SIGNIFICANT MEETING.

BRUSSELS, January 24,

At the International Shipping Federation meeting here the British delegates are Messrs. Havelock Wilson and Cuthbert Laws, representing respectively the seamen and the shipowners. The meeting to-day discussed the eight hour day. The meeding is significant because it is the first time in the history of labour that two international organisations of employers and employed have met to discuss terms of agreement relating to condi- tions of labour. It is possible that the conference will not arrive at any binding conclusions as a number of organisations of shipowners and sea farers are not represented, necessitating the calling of a further conference" The main object of the two parties at present is to solve the difficulties which prevented the International Labour Conference, at Genoa, last year from arriving at a draft convenant for submission to the parliaments.

AMERICAR EXPERT'S VIEWS.

WASHINGTON, Januáry 25. Dr. George Warren, professor of economics at Cornell, giving evidence before the House of Representatives ways and means committee, predicted Europe's debt to the United States in 1925 would amount to 20 billion dollars. "He said that European business men now owe American firm nearly four bilions of dollars. Europe must continue to send her products irrespective of the United States import duties. He expressed the opinion that the rate of exchange would not improve yet and would tend to increase the European debt.

U. S. DIPLOMATIO SERVICE.

EMBASSY IN CHINA INSTEAD OF A LEGATION,

WASHINGTON, January 24.

The subcommittee of the House of Representatives, in presenting the budget for the diplomatic and consular service for the ensuing fiscal year; recommended a reduction of 25 per cent. in the estimates on the ground that the emergency committee provides for an embassy in China Instead of legation; also separate legations at Vienna and Budapest in view of the separation of the Austro-Hungrian Empire.

PARIS. January gith The Allied Conference opened in the his- toria Clock Hall at the Quai d'Orsay. It is the most important conference held since the Armistice. Marshal Foch and Field- Marshal Sir Henry Wilson conferred prior to the opening which indicates that the ques tion of Cisarmament will be probably be first discussed.

A Haras message says:- The papers are laying stress on the hearty ovation which greted the Premier after the eloquent speech in the Chamber. (defin ing the French policy). The papers ascribe the frakness with which . Briand touched upon the difficulties of the present time, and express satisfaction at the face that the Premier is assured of the support of Parliament. M. Briand, they argue, will this have full liberty and authority to speak in France's name at the next Alles conference.
