INSINUATIONS DENTED.
WASHINGTON, January 21. Admiral Benson, Chairman of the Shipping Board, addressing the Na dional Mercantile Marine Association, referred to the falling freights coupled with increased outlay and the lessening earnings for ship owners, said that the Board must. proceed cautiously regards selling Government vessels, as it was specially established to secure permanency for the American merchant marise. Senator Jones alleged that the International Mercantile Marine Co., controlling 40 ressels, had made an agreement in 1903 with the British Government under which the former could not pursue an injurious policy to the British mercantile maire or trade. He insinuated that British and America interests were beat on destroying the American Merchant Marine. Mr Franklin, the President of the Marine Company, who sharply rejoined, denounced the unfairness of the charge. He said that 90 per cent. of the company's stock was held by Americans,

The Senate Foreign Relations Committee has favourably reported on Senator Borah's resolution in favour of negotiations between the United States, and Great Britain and Japan with a view to the reduction of the daval programme, The Senate Foreign Relations Committee," instead. however, of the negotiations originally proposed for a 50 per cent. reduction during the next five years, proposed negotiations to provide reductions as could be agreed, and decided not to include France and Italy in the scope of the resolation, as few other nations could follow the lead of j the three principal powers.
