TROOPS HELD READY.

- Manila. Dec. 17.-The authorities ..are taking rigorons steps to investi- gare the facts and fix responsibility For Wednesday night's riot, in which Filipino constabulary-men ran amok, attacked the police and killed four American and seven Filipino member of the police (not four Filipinos as first reponedi.

Seventy-eight constabulary-men are under arrest and will be brought be Fore the Civil Courts charged with implication is the riot.

The Philippine Legislature has passed a unanimous resolution order- ing a strict enquiry into the out- break.

The trouble is partly attributed to the long-standing lead which has existed between the constabulary and the police ever since the former sup planted the latter as tramway-guards at the time of the street-car strike last year!

By order of Governor-General Har "rison, all the American troops are being held in barracks, except the Provost Guards who have been rein- forced and are patrolling the city.

Eyewimesses of the affray tell of the cool bravery of an Augustinian priest, who, clad in the full robes of his order, calmly walked straight across from his Convent into the "midst of a mob of half-wild co- stabulary-men and ordered them in the name of the Church to disperse One soldier thrust a bayonet at the priest's breast but the priest paised· his crucifix and overzwed the rioters by sheer nerve.
