REDUCTION OF ARMAMENTS DISCUSSED,
GENEVA, November 24.
The Armaments Commission discussed disarmament...
M. Bourgeois (France) declared that the League could not urge la reduction of armaments until certain conditions were fulled, Bar ly the disarmament of the Central Powers.
*
M. Usteri (Switzerland) and Signer Schanzer (Italy) urged that the problem of disarmament should be solved without delay.
SN. Fisher (Britain) painted out that the instability of the political stration in Europe prevented the military commission from reaching definite conclusions, but expressed the opinion that there was every reason for optimism He proposed that the armament Commission should pro- visionally limit the discussion to the prohibition of the private mascfacture: of açmaments, the study of the Armaments convention, and the question of trade in arms. The discussion was adjourned until November 25.

As yet nothing extraordinary has happened to her in Hongkong. But then she has been, here, only a few days.

Bishop Weldon says, and says rightly, that "the bribing of football players and the buying and selling of football matches are absolutely fatal
to sport."
Let me concede at once"that mat ches have been bought and sold, and that football players have been bri- bed. Some of these cases have come to light through the watchfulness of the Football Association and the Football League, but I myself know of cases in the wicked past wherein. the offenders were not discovered and punished.
But it would be wrong to assume that the malpractices are common at least with the big clubs and their players. The very fact that the Football League and Association had to take "action in the cases of clubs
