Fisher (Britain) painted out that the instability of the political stration in Europe prevented the military commission from reaching definite conclusions, but expressed the opinion that there was every reason for optimism He proposed that the armament Commission should pro- visionally limit the discussion to the prohibition of the private mascfacture: of açmaments, the study of the Armaments convention, and the question of trade in arms. The discussion was adjourned until November 25.
