Harding, which characterised It several months ago. The transition is proceeding without over-alarming features, but the road to a normal baris, as many are finding, abounds with pitfalls. The tight rein upon credit" facilities maintained by the Federal Reserve banking system has forced a steady decline in the prices of many commodities since February, and manufactured products are now be ginning to feel the effects of the general trend. According to the estimate made by the Guaranty Trust Company, of New York, there were 63 commercial failures in the United States in July last, with Habilities of about £5,000,000, "and | 673 in August, with liabilities of about £6,000,000, as compared with 452 failures in July, 1919, involving about £120,000.
Bankers agree that it will be fool- bardy for manufacturers, dealers, or labourers to attempt to maintain an inflated condition by artificial means, as they intend to keep credit. strictly under control, at the same time grant»] ing liberal accommodation for legiti- mete business activities. American Labour cannot as yet be said to have learned the lesson of decreasing de- mand and increasing supply, but the initial attempts to force further com cessions from the employers have, for the most part, failed, and the work- ing men are beginning to fisten to the advice of economists, who warn theth to stick to a good job if you have one."
One of the unfailing barometers of the conditions in America is the motor-car industry, and the stocks of all the leading manufacturers have been on a steady decline for some! months. Last year it was impossi- ble to obtain a new automobile under six months' notice; nowadays manufacturers are reaching the point of overproduction, due to the greatly diminished demand. Since June50,000 citizens of Akron, Ohio, where the chief industry is the manufacture of rubber tyres, have returned to their farms or gone elsewhere, and most of those remaining are working on part time at reduced wages or not at all. Labour claims that Capital is depressing business for the purpose of forcing it to accept lower wages, and it is suggested that the bomb outrage in Wall Street was a mor- derous expression of resentment by La few extremists in Labour's ranks who are willing to go to any length in the hopeless fight to maintain wartime conditions.
The American Government's atti tude with regard to financing foreign trade is reflected in the advice given by Governor Harding, of the Federal Reserve Board, to the Southern

must abandon any idea of Government ald, learn to finance their products in the usual business way, and sell their surpits cotton abroad on credit. In the past eight months the Federal Reserve Bank of New York has purchased £100,000,000 of foreign acceptances to help importers and exporters alike, but the financial authorities are arguing that this is not the right kind of foreign trade financing. It is urged that neither the Government nor the public should be expected to finance foreign buyers but that the task should be undertaken by those directly concerned. If growers or other American producers wish to sell abroad they must brganise export concerns, whose chief duty it will be to finance the movement and extend credit од the strength of the producers them- selves. If producers here are not willing to give credit and carry the liability themselves, it is urged they will be confined to the domestic market save only so far as the forsiguer is willing or able to pay cash or goods for what he gets.. The foreign trade position of this coun- try, as emphasised by the steadily declining, exports is fast approaching a critical point, which can only be Evoided by á revision of the existing haphazard and unreliable methods of financing foreign buyers.
