As a result of an enquiry into the alleged regularities of the State Comptroller's office. Mr. Justice Kernochan bas ordered the Comptroller, Eugene M. Travis to be committed before a grand jury under the statute relating to the payment of fraudulent claims. Mr. Justice Kernochan based his finding on the payment of $2,000,000 by New York City for bonds which were sold to the State at $89.50 when the market price was only $82. It is alleged that the overpayment amounted to $140,000.
