SUPPRESSION OF A MURDEROUS CONSPIRACY.
LONDON, November 8. In the House of Commons, Mr. Lloyd George, replying to suggestion made by Lord Hugh Cecil for the holding of an inquiry as to whether reprisals in Ireland were committed by authority, said that the House had expressed its opinion after hearing both sides, and that he personally was convinced that the men suffering in Ireland were men engaged in a murder- ous conspiracy...*******
Referring to the shooting of a woman, Mr. Lloyd George said that it was one of the unfortunate incidents always happening in war. (Cries of War?"),

Mr. Lloyd George: Certainly. It's rebellion, and in every conflict of this kind innocent people are hit unintentionally.
Replying to Mr. Devlin's allegation that innocent people had been attacked, Mr. Lloyd George replied that the Government could not tamper with authorities who were putting down conspiracy, but if Mr. Devlin gave the particulars he would personally enquire into the allegations.
IRISH PARLIAMENTS DISCUSSED.
LONDON, November 8. ... In the House of Commons when the Home Rule Bill was again in com mittee a new Government clause was adopted by 175 votes to 31. providing for the creation of second chambers for the two Irish Parliaments, but leav-į ing the duty of framing a scheme in this connection to the Irish Parliaments The Government originally proposed to draft the scheme itself and was to-day criticised for evading the task.
Sir Edward Carson argued that it was sufficient to provide a second chamber for the Southern Parliament only.
Str. Worthington Evans declared that even if the second chambers were not established the Irish Parliaments would continue to function.
A further amendment was adopted placing the responsibility of pro- viding funds for Irish universities upon the Southern Parliament.

The Government originally proposed that candidates for election to the Irish Parliaments must take the oath of allegiance before being "nom- inated, but in consequence of hostility to that proposal the clause was dropped and a new one providing that if the number of members validly elected was less than 50 per cent, or if the number who had taken the oath of allegiance was less than half, such a Parliament may be dissolved and its functions placed in the hands of a committee nominated by the Lord Lieutenant.
Lord Hugh Cel declared that the clause was the greatest legislative absurdity ever suggested.
Mr. Asquith said that it forcibly illustrated the farcical character of the Southern Parliament. The contingency contemplated was certain to arise in South Ireland, which would then be reduced to the condition of the most backward of our Crown colonies.
The clause was carried by 137 votes to 11.

ANOTHER CASE OF CHOLERA.
One fatal case of cholera, Chinese' (imported), was reported yesterday.
Last week two fatal cases of cholera
(one imported and the other a person of no fixed abode) were reported. Both were Chinese. In addition, one case of diptheria, American, was reported and five cases of enteric fever, two fatal and one imported. One of the cases was British, another Portuguese, and the Chinese.
