In the House of Lords, Lord Loreburn moved a resolution condemning the Sinn Fein murders, denouncing the policy of reprisals, and urging the creating of a complete measure of self-government in Ireland, including fiscal autonomy, but reserving to the Imperial Parlament control of the army and navy and foreign affairs.
