JAIL FOR SHANGHAI FOREIGNER.
:
Everyone gets angry with the Chinese coolie at some time or an fother, and når a few have been guilty of striking him. Yet nothing but approval can be felt for the action of the Commissioner of the U. The time has gone: punishment. when a foreigner could assault a Chinese with impunity. There ought never to have been such a time and its existence reflects no great credit on those who have indulged in the practice. As a means of emphasizing the warning that Mr. F. G. Schchl wave in his Court some time ago; the. sentence in question should serve its purpose and go a long way towards protecting the coole, whose ignorance and stupidity as aggravating factors cannot be denied, from that type of foreigner who on the slightest provocation vents his spleen on a practically defenceless Chinese.

MANCHESTER WEEKLY MARKET REPORT.
Messrs. James F. Hutton & Co. Lrd. Manchester, report on Sept. 22nd.
Cotton itself has been rather steadier during the past week or so, in fact the Auctuations of Current Month American Cotton at Liverpool so far this month have not been much more than 50 points from the average. The supply of good grade cotton in Liverpool is very poor--- demand for same at present is poor but the available supply is still poorer and any revival of buying of good grade cotton would be hard to satisfy at the moment. Rather large pre- miems would soon have to be paid and would quickly show themselves on yarn and cloth prices. A steady market on a safer basis is what is required at present to restore i some sort of confidence in values. There has been no inprovement
