WASHINGTON, October 30.

Conditional on similar concessions from the other Treaty Power, the United States Government has consented to the temporary extra tax of: 10 per cent. in addition to the present custom duty on American goods entering China. The old duty will be restored at the end of the year. The increase is for the purpose of assisting China to support thousands off famine sufferers.

MEXICAN QUESTION.

Signor Pasquiera, the Mexican High Commissioner to Washington, bas sent a letter to Mr. Colby setting forth Mexico's position and urging America to rehabilitate Mexico in the eyes of world. Mr. Colby declares that the letter offers a basis on which preliminaries of recognition can proceed and foreshadows an early settlement of the Mexican question.
