Mr. Colby, Secretary of State, announced that Mr. Young, the American Commissioner at Riga, informed the State Departinent that Mr. Washing ton Vanderlip, who is stated to be negotiating with representatives of the Soviet with a view to opening trade relations, is reported to have told Lenia that he represented Senator Harding.
