PROPOSED AGREEMENT.

The proposed agreement generally follows the outline previously cabled, with the addition" that wages henceforth shall be based on the turnover of revenue, which arrangement resembles the old Welsh sliding scale, but on a national instead of a local basis. Increased wages will not increase the price of coal to the consumer. Wages will be reviewed at the end of the year by a national wages board.

LONDON, October 27.

Although the settlement of the coal atrike has not yet been officially announced, there is every reason to believe that negotiations between the Government, and the miners have reached a satisfactory conciation. An announcement to this effect is momentarily expected.
