SEAFARING COMMUNITY SUFFERING.
Many steamers are idle for want of cargoes. The seafaring enmmunity is already suffering great hardship. Between 50,000 and 100,000 transport workers are compulsorily idle throughout the country, whilst the railway services are gradually being cut down. There are 20,000 unemployed at Cardiff and Swansea, where numbers of tin plate workers have signed con tracts to go to Canada as they are "fed up with strikes and the uncer. tainties of Welsh industry.

LONDON, October 21. While the Labour leaders are continuing to explore means of bringing the Government and misers together, no tangible progress towards settle ment has been made. Yesterday the discussions eentred around the pro- posals of Mr. Brace.
While the action of the railwaymen and transport workers is uncertain, the situation in this connection is described as gravely critical. The South Wales miners to-morrow have to decide whether all the workmen shall be withdrawn from the pits failing a settlement at the end of the month.

A remarkable proposal will be discussed whit ber the miners should cooperate with the railwaymen and transport workers with a view to tak ing over and running the mines during the strike.

(1) The Government must accept the miners' assurance that they are anxious for output and are willing to co-operate în securing it. (2) The 25. wage demand must be conceded unconditionally. (3) Committees shall be established to deal with output.
It is pointed out that the miners are prepared to do their part in securing output, provided they are enabled jointly with the owners to exercise some control over the causes of low output and to check technical or other reasons for causes of inefficiency.

SERIOUS ULTIMATUM TO GOVERNMENT.
LONDON, October 22.
It is understood that in spite of the railwaymen and transport workers threato strike, informal conversations between the Ministerialists and the miners with a view to finding a basis for a coal settlement are continuing. The gravity of the situation is evidenced by the fact that Mr. Williams's strike declaration not only committed the transport workers but was virtually the threat of a national strike in all industries. It is pointed out in this connection that the Trade Union Congress which sat yesterday must have authorised such a threat which is regarded as a very serious ultimatum to the Government.
Meanwhile the road and transport workers threatened national strike has been declared off, the Federation dropping the national minimum wage demand. A claim for an increase will now be made locally by individual unions.
ARMENTA ́ALARMED.
BOLSHEVIKS DEMAND PASSAGE DE TROOPS.

It is reported that the Soviet Government has sent an ultimatum to Armenît demanding permission, for the immediate transport of Bolshevik: troops through Armenia in order to effect a junction with the Turkish Nationalists in Asia Minor. It is probable that Armenia will refuse and the result will be serious fighting. Armenia has asked the Allies for help. There has not yet been.guy decision on the malter.
