LONDON, October. 13 A meeting of the Council of the League of Nations at Brussels, on October 20 has before it a most comprehensive agenda, including the constitution of permanent mandates. A commission is expected. All States entrusted with mandates will be represented on the Commission in addition to other States which will be included in order to place the mandatory Powers in the minority. A report will be prepared suggest- the General Assembly ing methods of appointment for submission, to of the League.

LONDON, October 13. Although the full results of the micers' ballot will not be known till to-morrow, sufficient figures are to hand to show that the majority of miners throughout the country have disregarded Mr. Smillie's advice to give the mine-owners' offer a trial and have plumped heavily against the datam fire proposals. The majorities range from 10 to 1 in parts of South Wales and 2 to 1 in Northumberland.

The next move lies with the executive of the Miners' Federation which is meeting in lenden tomorrow, when the moderates will put up a big fight in favour of peace by renewed negotiations and urge that the wages claim should be submitted to an impartial tribunal. It is believed that this suggestion will be carried through, which will mean that another ballet by the men will probably be taken and the strike is certain to be postponed If not abandoned.

LONDON, October 12.

A three-days' conference, promoted by the Air Ministry, was opened at the Guildhall for the prupose of reviewing the progress of civil aviation. Major-General Sykes opened the discussions, declaring that the watchwords ́of aerial navigation must be "safety and reliability." He express d the opicion that mails formed the basis of civil aviation from which the constructional and transport aspects would develop. He considered that the outs of licking up the Empire did not rest with Britain alone, but each Dominion and Colony must form its own sucleus of air development and thus gradually build up a complete system. With regard to the key routes of the imperial system as from England to Egypt and Egypt to India be advocated the trial ot a commercial day and night service on the former

Mr. Churchill, presiding at the luncheon, said the Government intend- ed to help civil aviation by every means in their power, but in the main civil aviation must fy by itself and the function of the Government was to facilitate and stimulate its action. LONDON, October 12.

A Haves message states that the Cabinet, under the presidency of M. Millerand, adopted several measures tending to bring about a general reduction in the cost of living by regulating the sale and slaughtering of cattle, prosecuting speculators, fostering the consumption of chilled meat and fish, and prohibiting the exportation of such produces as butter and cheese. In every province a comumers' board is to be instituted to pass measures especially suitable to the district. The tax of two francs per tectolitre on refined petroleum has been repealed.

The report of the Royal Hong- kong Yacht Club to be presented at the annual general meeting this evening states:

REPORT OF THE GENERAL .COMMITTEE

The Bar Profit "for the year is $407.29, an increase of $149.49 over the previous year.

Subscriptions-from-Rowing-and Salling Members are up $526.00 while subscriptions from Bathing Members are increased by $30000.

Entrance Fees for Sailing Events totalled $480,00, against which, of; course, the sum of $73.00 has been expended on Championship-Prizes.

Subscriptions amounting to $782,00 were collected to meet the cost of Regatta, and only just failed to do so by $194,20..

Interest on Bank Fixed Deposit and Current Account is $70.06.

The total amount of Income is $5,597.35, an increase of $1,845 31.

Expenditure in connection with all Sections of the Club has in con- sequence increased, added to which there has been additional expenditure on repairs to the seawall amounting i to $242.78, while the Boats and Oars have been depreciated $250.00. making a total expenditure of $5,287.24. The Net Frofit on the year's working $31011,"which is carried to Reserve Account" must, therefore, be considered very, satis- factory.

The Club's Assets as shown by the Balance Sheet have been increased: by $2,509.82, principally accounted for by the Electric Installation, 5 New Boats, and Sundry Gymnasium Gear donated by, our worthy and generous Commodore, Mr. Frank! Smyth.

The usual number of Debentures have been redeemed and the amount now due to Debenture Holders in cluding unclaimed Dividends is $15,885.40.

There is now on Fixed Deposit the sum of 31,000.00 and at Current Account $1,281,36, REPORT OF THE BATHING COMMITTEE. The General Committee decided to again open the Club to approved bathing members and a very success- ful season ensued.

The usual bathing and dressing facilities were provided, and the arrangements, especially the electric fans, were much appreciated by the 84 persons who joined.

A pleasing feature of the season has been the number of children who, with their parents, have made use of the Beach.

It is satisfactory to note that the sand beach is improving every year as a result of the attention paid to it. REPORT OF THE ROWING COMMITTEE. The Rowing last season was very, successful from every point view, A number of new members entered whole-heartedly into the Sport, and a very successful Regatta was held at the Club House on Saturday, the 28th February.

Fotr Crews entered for the Scratch Fours, of which two were composed of Naval Officers and Midshipmen This proved to be a very exciting race, all crews finishing within haif length of each other.

The winning crew was composed of 2 Canton and 2 Hongkong men. Hongkong Stock Exchange presented a very handsome Challenge Cup and miniatures for this race.

The Navy entered 12 ships crews for the All Comers Race, which was keenly contested and won by HM.S. "Hawkins."

This race created a great deal of excitement amongst the Naval people and many launches and pinnaces followed the race...

It is to be hoped that at the next Regatta the Royals will retain the Challenge Cups they won at Canton.

An effort will be made to hold a Tel. Regatta during the Winter and the Navy and Army bave intimated their willingness to enter Officers Crews.

We have now a considerable num ber of young experienced oarsmen in the Chib, and the Royals should be Tel. able to hold their own at the V.R.C., the Canton and Shanghai Regattas, which will be held during the coming season.
