RIGA, October 12. After three weeks of verbal sparring the armistice and preliminary peace between Russia and Poland was signed this evening in the medieval Hall of "Black Heads." Public opinion here regards the agreement merely as a contrivance to avoid winter fighting, not as a permanent peace.

LONDON, October 12, The Times correspondent at Warsaw states that reports of anti-Bolshevist risings in Russia, are multiplying. From an exceptionally trustworthy source it is heard that the peasants in the Saratoff. district have revolted largely and that Communist forces up to the present have failed to suppress them. Another peasant rising took place in the Smolensk, district, while Chinese troops stamped out a revolt at Kronstadt with great bloodshed. It is stated that the Social Revolutionaries Petrovsky, Spiridova, Martoff, and Tchernoff assembled at Nijninovgorod have denounced, the Soviet and demanded the summoning of a Constituent assembly..
A POLISH D'ANNUNZIO.
LONDON, October 12. It appears that General Zelgowski who captured Vila is acting the part of Polish D'Annunzio. A Warsaw message states that he has sent a wireless message to the Polish Government announcing the formation of an administrative council to exercise civil power in Central Lithuania and requesting the Government's recognition of the Council.

LONDON, October 12. "General Zeligowski's coup de main has aroused popular enthusiasin in Poland where the allocation of Vilna to Lithuania was declared to virlate. the principle of self-determination. The Polish Government, which was recently warned by Britain and France that an advance on Vilna would create serious political difficulties, is stated to have expressed strong disapproval of the coup de main. The hope is semi-oficially expressed in London that the Polish Government will take steps to compel the with drawal of General Zeligowski's forces. The Elho de Paris states Britain and France have decided to leave the dispute to the Lesgue of Nations, but are sending a joint note to Poland counselling moderation.

M. Leon Bourgeois, President of the Council of the League of Nations, bas telegraphed to the League's military mission in Lithuania asking for information with regard to events at Vilna with a view to action to termin- ate General Zeligowski's occupation of Central Lithuania. The mission has replied that the Polish Government has disavowed Zeligowski and has expressed readiness to take measures to end the incident.

A JOINT REPORT SUGGESTED,
LONDON, October 12. Conversations opened in London yesterday between Mr. Lloyd George and the Belgian Premier, M. Delacroix. It is understood, on the subject of German reparations in connection with which Britain and France are discussing the method of honouring the Spa decisions. It was stated that Britain proposes that the amount of reparations should be determined by a body of experts specially appointed by the governments concerned, including Germany, while France urges that a determining body should be chosen from the Reparations Commission." According to the well informed French Press M. Delacroix has now suggested that both the Réparations Commission and the Ministers of Finance should meet at Brussels shortly to issue a joint report with regard to the indemnity.

Shipping men declare that practically the entire export coel trade of the world is now America's for the taking Owing to the seri- ous railway truck shortage, however, considerable difficulty is being experi- enced in getting coal distributed from the mines to industrial, centres and to the large cities for household con- sumption. Until well into next year the great bulk of the coal to be mined here will be taken before it reaches the seaboard. Many ships of America's new merchant marine are lying idle or departing with light car- goes, and it is fully realised that America's ability to meet the fuel requirements of other countries at this time would give her ships a chance to make permanent connec- tions abroad. In existing circum- stances, however, such a thing is en- #tirely out of the question, and another golden opportunity must be permit- ted to slip away.
