A Havas message state, that at today's sittings of the Senate and Chamber of Deputies M. Dechanel'a imessage was read expressing deep regrets at being compelled owing to Bl health to resign the presidential office which at the present juncture requires unfaltering energy and activity. The Presidents of the two Assemblies next enlogized the patriotism of the ex-President who was carrying away with him the regrets and sympathies. of the whole country. Preparations for the coming National Congress are being pushed actively ahead at the Versailles Palace.
MILLERAND HEADS TEST VOTE FOR PRESIDENT.
PARIS, September 22.
A test vote for the new President resulted as follows:-M. Millerand, 528; M. Pere, President of the Chamoer of Deputies, 157; and M. Bourgeois, President of the Senate, 113.
The test vote was taken at a plenary session of senators and deputies convened to nominate a candidate. The voting was unofficial but was accepted as a real test of strength. M. Millerand is the only official can- didate.
