A message from M. Deschanel resigning the Presidency was read simultaneously in the Chamber of Deputies and the Senate to-day. "The ceremony lasted half an hour.

The message says: "My stale of health no longer allows me ró assume the high functions with which your confidence has invested me, and the absolute necessity which is imposed upon me to take a complete rest renders it my duty no longer to delay in informing you. The decision which I have been compelled to take is infinitely painful, and it is, with a deep heart pang that I renounce, the noble task of which you judged me worthy."

The President of the Chamber expressed the Chamber's sympathy.with M. Deschanel, to which M. Millerand associated the sympathy of the Government. The "Chamber and Senate, meet at Versailles on Thursday for the election of a cew President
