NEW YORK, September-

A terrific explosion shook the principal business parts of the city at noon, killing, according to the latest estimates, 30 persons and injuring 170. The cause up to the present is not known, but is at present attributed to the result of a collision between a motor car and a van Idated with dynamite outside the offices of the financiers J. Pierpont Morgan & Co. Four employees of the firm were killed in the office and the explosion had devastating effects over all lower Manhattan.

COUNCIL OF ACTION'S EXTRAORDINARY ALLEGATIONS.

LONDON, September 16. The Council of Action has intervened bi Mr. Lloyd George's and M. Kameneff's recriminatory correspondence with the extraordinary allega tion that the Prime Minister himself urged the Council to use its influence on the Russian Government through M. Kameseff at an admittedly very critical moment. The Council approached M. Kamenetf several times for this purpose. The only policy the Council ever discussed with M. Kamenoff was the policy of the Soviet relative to Poland and peace generally.
