ITALIAN SITUATION OBSCURE.
WORKERS SEIZE FACTORY AFTER FACTORY.
GOVERNMENT NON-EXISTENT,
ROME, September 13. Later reports show that the National Labour Convention of Milan has decided to leave the future direction of the metal workers' struggle in the hands of the Labour Federation. The Convention decided that the immedi ate struggle should at present be confined to the metal workers, who have been ordered to remain in command of the factories with a view to the factories passing in the interest of the community under the workmen's direct management. It was declared that the object of the struggle was to force the masters to recognise syndicalist control of Industries. The situation is obscure because while the result of the convent tion is described as a victory for the moderates, the Convention pledged itself to embark upon a national policy of socialisation of industries dispossessing the owners.
At present the Government is practically non-existent. Signor Giolitti has gone to Aix les Bains. The Burgeoisie are spathetic and the workers are not disturbed in seizing factory after factory. Two hundred chemical works, several textile factories, and the principal boot and shoe factories in Milan have been commandeered. Railwaymen are refusing to transport troops and police.

A DELICATE QUESTION. Women seem likely to be brought much to the front by the franchise. Five ladies propese to try for seats in the House" of Representatives and two for seats in the Senate. All are Progressives nterested in social reform. The Republicans and Democrats are competing keenly for the female vote. Both have given women high places in their organisations. It appears that women are registering pretty largely, but there is some difficulty in getting them to give their ages cor- rectly, a number writing "21-years old plus" instead of the precise date of birth.

LONDON, September 13, The Times states that the publication of the Daily Heräld's offer of £75,000 from Russia bas caused the rompersion_of_the negotiations which the Krassin misia was carrying on in London. It transpires that the He bombshell was made public a few hours before an arranged inter- view between the Soviet delegates and Mr. Lloyd George, at which conse- quently the latter plainly intimated that as a new situation had arisen the matter must be cleared up before trade negotiations could be resumed.

Taking 100 as the aytrage figure for foodstuffs in 1914, seme of the present figures are as follows:-Paris, 339; the French Provinces, 321; Italy. 300; Norway, 298; Switzerland, 257; Britain, 235; Holland, 199; and the United States, 196.
