LONDON, September 8th. While some quarters publish denials con cerning Mr. Lloyd George's corditional offer of release to Mr. Marwiney, some leading journals, this morning, repeat and aplify the declaration

the course of a statement in the special train to British journalists the Premier pointed out that Mr. MacSwiney was, undoubtedly, concerned in a con- spiracy agnics, the Government which had resulted the murder of eighty-five brave and devoted mon and the shooting of 178 Gibers.

He differentiated between -Sinn Fein which was not a criminal organisation and the so-called Republican Army which As striving to dismember the Empire. The Government had either got to protect its foros in Ireland or to withdraw them. The Police Force in Ireland was being re- craited from the finess type of ex-Service men who were enlisting in very substantial numbers, and the Government must suppor them fully.

The policy of leniency" had already been tried thrice. Large numbers of prisoners had been released uncondition. ally after the Easter rebellion, and twics since the same thing had been done. But the very men released immediately engaged in fresh conspiracies and recommenced to marder the Police in Ireland.

Mr. Lloyd George, in the strongest minner, emphasised that the Republican Army was engaged in a meat and mar- derous warfare upon British forces and as seeking, by carefully planned anarchy and murder, to bring abotit, the seeession of Ireland from the Empire. People throughout the world most realise that the British Government were face to face with the same problem as Lincoln before the American Civil War, although the Saath erners fought -openly and cleanly for secession, while the Irishaght it by murder. If the Republican Army con- spiracy in which Mr. MacSwiney was involved had existed in war-time, it, prob ably, would have been impossible to over- come the submarine menase, with the result that the Empire would bare destroyed.
