SAN ANTONIO, TEXAS.

The whimsical caprices of General Villa had an odd climax in the town of Sabines when General Villa concluded terms of surrender to the De la Huerta Government. After closing Sabinas' brewery and saloons, General Villa despatched. four" anditors" to the larger stores to report on the profits of the past twelve months. After that he requisitioned on these stores for complete equipment, including wearing apparel, pack mules and horses, declaring that the stores were able to lose them owing to the large profits made during the year.

While Polish official communiques continue to report additiona successes and captures of prisoners, a German wireless message states that Polish aviators ascertained that a fresh Russian offensive may be expected within a few days. Heavy movements of Russian troops with artillery are declared to have been observed in the direction of Brest Litovsk. A Moscow wireless message also asserts that the Red Army is pulling itself together and is cheered by the Petrograd mobilisation

It is announced from Polish' official sources that the Bolshevik losses since the battle for Warsaw, are 107,000 prisoners, and 55,000 killed and seriously wounded.

The latest news from Upper Silesia indicates that the Poles are in pos- session of eight districts, while the Poles have begun to disarm the security police in a number of other districts. It is stated that as the result of pour. parlers between the Polish workmen in the plebiscite districts and the inter Allied Commission, foreigners who immigrated to Upper Silesia during the past year will be expelled.

HARDING PROPOSES NEW WORLD ASSOCIATION.

MARSON, OHIO, August 29. Senator Harding, in a speech on the League of Nations, declared that President Wilson's League was a definite and irredeemable failure. Senatos Harding therefore proposed a new effort to construct a world association on the framework of the Hague tribunal. He pledged himself to make an immediate effort to form such an association” Senator Harding ex- pressed the, opinion that the. Eeague of Nations had broken down at the first test, namely Poland.

Mr. Redmood Howard, nephew of the late Mr. John Redmond, resumed · his campaign on behalf of Mr. MacSwiney; Lord Mayor of Cork. He telegraphed the Queen stating that one lung was affected and begging her co-operation. Mr. Howard is also appealing to the Lord Chancellor and Sir Edward Carson.

The Standing Committee of the Irish Peace Conference has issued a manifesto inviting the immediate sympathetic co-operation of the peoples of the British Empire in the appeal which the conference has made to the King and the Government for the release of Mr. MacSwiney. "We make this appeal in the cause of threefold peace peace in Ireland, peace between Ireland and Britain, and peace between Britain and the rest of the world.”.

The Daily Telegraph's New York corres- |pondent says that „Americans are becoming apprehensive lest any attempt to carry out the des Shipping Act may force a re- taliatory alliance upon Great Britain and Japan. It is expected that any attempt to apply discriminatory rates will be met by France, Great Britain and Japan with a rate-cutting way in which Americans will not be able to compete. It is freely pre- dicted that the Bill will be amended at the next session of Congress.
