LONDON, August 25, While it is considered that the miners' ballot will result in a large strike majority it is understood that-this is officially regarded as indicating little more than loyalty to the men's leaders, as it is declared “that Mr. Smillie would not advise direct action without being certain of the co-operation of the whole of the Triple Alliance, but there is evidence that the Alliance will hesitate to sanction a combined strike unless the outside unions agree to Enance it.
