ported mandfactured goods to the value of £9 per head of our peppla. tion; Germany exported £5 5s. per head; the United States £2 5s. per head, and Japan £1 per head. The Aguits for the ten years 1904 to 1913 of our overseas trade were very remarkable.
Our imports during that period rose from £551,000,000 to £768,000,000. Our British ex- ports rose from £300,000,000 to £525,000,000, and the re-exports rose from £70,000,000 to £109,000,000, The war had a revolutionary and dis astrous effect on our splendid Over- seas trade. Exports were cut down ruthlessly, thus reducing our power of payment for imports, which it was necessary we should secure to carry on the war. During the war we soid foreign securities to the value of £1,000,000,000 and borówed from foreign countries- £1,550,000,000. It was only by re-establishing and in- ́creasing our 'export trade that we could pay the annual charges on the loans obtained from foreign countries, reduce the amount of those loana, and provide new capital to make up. for the great reduction in our over- reas investments.
The figures of the excess of fi- ports over exports were instructive: In 1913 our excess of imports over exports was £133,000,000; ia 1918 our imports exceeded our exports by £790,000,000 and in 1919 by £669,000). 000. But there was this very great and grave difference. The excess of `im- ports over exports in 1913 rèpresent. ed a source of income. “The excess
· of imports over exports during the war was not a source of income; it WES an accumulating obligation, which we now had topayoff if we were once more to establish our position' in the commercial and financial world. A good beginning had been made towards the recovery of our fost overseas trade: From December 1918 to February 1919, our exports amounted to £132,000,000, there was a steady increase for each three- monthly period during 1919; and for the three months from March, 1920, to May, 1920 the exports had reach ed £329,000,000.
There was not at the moment the same buoyant confidence in the future as there was during the first five months of the year. Our manu facturers were feeling" the effects of the serious setback in Japan and the depression in America. But there were other causes-pearer home. He would be going beyond his duty in discussing the Budget proposals in | detail, What he wanted to-em- phasise was the necessity of looking on the best side of things. Whatever might be the burdens thrown upon - British industry by the necessity of paying for the war, he thought they would agree that there was no other country, not even the United States? of America or Japan, with which they would care to change places or where the permanent factors which; made for stable prosperity were more in evidence.
