AMERICAN BID FOR SHIPPING SUPREMACY.
NEW YORK, April 30.
A determined effort will be made in Congress to pass a bill to build up the American merchant fleet and to afford American owners an opportunity successfully to compete with the feet of other nations. The policy outlined in the Bill, as reported by a special sub-committee, discloses the intention of creating an all American merchant marine equal to carrying the greater part of the country's commerce. As an inducement to American business men to interest themselves in shipping it is proposed to exempt all steamship companies from excess profits tax for ten years. Direct discrimination against foreign vessels is contained in the proposal to permit the railways to charge less for the carriage of goods designed for export or import in ships of the American registry. Permission is also given to the President to abrogate commercial treaties standing in the way of imposing discriminatory customs duties. The United States shipping Board will be thoroughly reorganised and will be empowered to' promote and develop.ports and transportation
facilities.
AMERICAN OBLIGATIONS TO BRITAIN.
WASHINGTON, April 29. The Controller of the Treasury has ruled that the Navy Department make payment of 5 per cent on its deferred obligations to Britain incurred by the navy during the war. It is understood that the ruling will also apply to the War Department account for army obligations.

At the Supreme Coust this morning the Acting Chief Justice, Mr. Justice Gompertz, admitted Mr. Leo Long- notto as a solicitor to practise in the}] Supreme Court of Hongkong.
The Hon. Mr. J. H. Kerup. K.C.. the Attomey-General, said that Mr. Longinano, who was well known, had held the office of asistant Crown Solicitor from 1917 il recently. It was unnecessary to read the affida- vis, but he wished, to apply for exemption on three points. Mr. Longinono did not have with him a certificate showing that is certificate of enrolment was still" in force, as when he came to Hongkong in Gov- ernment Service he did not require Mr. Kemp asked that time might be allowed to which to procure the certificate.
