Under the existing state of affairs it would be very difficult to increase the number of school child- ren at the rate of 50,000 & year. The reason that the authorities havé decided, nor to carry out a general census of Korea in October is because with education in its present condi- tion the taking of an accurate census would be next to impossible. The fact is that the illiterate Koreans,-who form the bulk of the population, are unable to fill the census forms, all of which would have to be written by the census officials. This means the em- ployment of 50,000 or 60,000 extra men for the purpose. Even then it would be impossible to obtain correct information

as the young Koreans upon whom "Japanese would have fo depend for the work, are invariably of an anti-Japanese tendency and it is more than likely they will fail to give | correct information.

ADVISORY COUNCIL USELESS.

"It may be noted as a significant fact that the Korean Advisory Council has been regarded as a useless insti tion: Nothing has been referred to the institution for advice since its establishment. As soon as Nassumed the Governor-Generalship of Korea I referred something to the Council and asked for its advice and this seems to have been very favourably received by the Koreans. It is my desire to increase the number of members of the Advisory Council and extend the scope of its activity so that its useful- ness. may be augmented." It is my wish that the Council should contain men of anti as well as pro-Japanese proclivities so that both sides of views may be represented in it. The only difficulty is that Koreans of radical views do not like to sit in the Coun cil where the aristocratic elements pre-dominate.
