LONDON, April 22.
A German note declares that the cohesion of the army is gravely impaired by uncertainty with regard to the future. It urges settlement of the question without delay, otherwise the consequences to Germany and Europe will be Incalculable. It proposes an army of 200,000, to consist of twelve infantry and three cavalry divisions, three infantry brigades with three batteries of heavy artillery for each infantry division; also a total of eight groups of aviators.
