The national conference of labour women has opened in London. Four hundred delegates attended. Mary arthur presided, and said this was the first woman's labour conferens on such a representative scale. There were

As nowadays, There was sufficient driving force in that assembly to change the face, not merely of England, but of the world. Referring to the Washington conference, about which she deplored the general apathy, Mrs. Macarthur sald everything vital in politics centred round the child. It was because of the child that the labour party had turned their backs on the bloodstained past. The conference resolved on calling upon the government immediately to give effect to the Washington conventions by introducing a bill providing for the care of mothers during childbirth and of infants on a universal non-contributory basis, as the first step to the creation of international, social, and industrial law. The resolution also declared that the convention's plans fall short of the necessities of the times as regards continuation schools, and the prohibition of overtime and nightwork. The conference also passed as a matter of urgency a resolu. ition with regard to the use of black troops in Rubr.

The national executive of the labour party has passed a resolution urging the government to permit the immediate admission into England' of Litvinoff, the Russian trade delegation, with a view to giving effect to the government's decision to resume trade with Russia.

In the House of Coramons at question time, Mr. Bonar Law stated that the trade deputation in Russia was at present in Copenhagen. It had had preliminary discussions with representatives of the supreme economic council but further progress could not be made pending the allies' con sideration of certain questions of principle raised by the Russian delegates, including the British government's refusal to allow Litvinoff to accompany the delegation to England.

SHANGHAI COMMENT ON HONGKONG STRIKE.

America is not the only country and continent suffering from the in- convenience of strikes. Ireland is threatened with a general strike, de- cause certain "patriots" are desirous of securing the martyrs' crown by commiting suicide by starvation. The hunger-striker is a modern de. velopment, and like some other on- desirable political methods, owes its existence to the perverse ingenuity of

women. It would not be thought that i male hunger strikers would get much sympathy but any stick is good enough to beat a dog with in Ireland. and it will co doubt be made the most of by those who are conducting the revolutionary movement. The strike in Hongkong is, however, of more particular interest to us in Shanghai, for there is always the danger that it may spread north and affect ourselves. Any lessons that can be learned from the Hongkong affair should be taken note of here. The authorities and others concerned in Hongkong, do not appear to have adopted any very effec. tive measures to prevent the out- break. It is admitted that the work. rer had cause for dissatisfaction, ther the high cost of living entitled them to advances of wages, but there ap- pears to have been no attempt made to ascertain exactly how far the Chi- nese are affected by the increased cost (of everything, and what increase of wages ought fairly to be conceded. The strike appears to have originated in the dockyards, which have been notoriously prosperous. The exten- sion to the electrical and cther public services seems to have been partly sympathetic and partly also owing to The Chairman of the grievances. Tramway Company admitted that the tramwaymen were entitled to an in- crease of wages, and the only ques- tion appears to be the amount of the advance. It cannot be said that the Tramway Company has taken a heroic attitude in the matter, for they seem to have suspended their services. A tornado has swept portions of Mississippi, Alabama, and Tennessee. About thirty people were killed, and great damage to property was done.

The labour party announces that the supreme council has agreed to passports to the Russia frontiers for British Labour delegates visiting Russia. The executive of the labour party has passed a resolution protes ting against the use of black troops in Ruhr, as a practice degrading and dangerous, especially seeing that the negroes are conscripts. It orges the government to secure the withdrawal of all black troops from Europe.
