It has been manifestly difficult for the friendliest of powers- title which America covets to take strong action toward the maintenance of China's integrity while the Chinese themselves were torn into irreconcilable parties, seam- ingly bent upon the disruption of their native land.

Recent dispatches report that the prospects are good for an early agreement between the northern and southern factions in China. No more welcome news could come out of that troubled realm. Once the Chinese themselves are united they will find a new aggressiveness in the support rendered them by liberty-loving nations.

Japan has repeatedly professed her intention to restore Shantung to China. She wants to enter into conference upon the question; though in the West we are not aware that: the commandment "Thou shalt not steal" is a debatable proposition. Nevertheless, it is evident that Japan feels the pressure of public opinion both at home and abroad, and once China unites 'her own waiting fac tins she may find the Japanese Roy- erriment readier than she knows. to make unequivocal renunciation of all pretensions to Shantung.-New York Herald.
