HOMEWARD TELEGRAMS,

'NEW-ADEN TU BOMBAT OSBLY.

REDUCTION. IN DELAYS. FORESHADOWED."

Much inconvenience continues be occasioned in Colombo mercial circles, says the Times of Cylor, by the very long delay on telegrams from Ceylon to the Jared Kingdom and vice versa. It now takes 11 days to receive a reply from. London to a full fate telegram-des- patched from Colombo..

The delay of seven days on Home- ward telegrama and of four days.on outward cables from London has existed since Saturday March 6, before which the average delay was about five days (Homeward) and 2 days (outwards). As was announced in the Post Office Daily List of March 8, this delay is due to an interruption of the British Pacific (All – Rēt). cable between Australia and Canada (Vancouver), and of the Commercial Pacific cable between the United States (San Francisco) and the Far East, which necessitated the diversion of traffic normally passing by these routes via the Eastern Company's" cables. On March 10 (two days. later) it was announced that the Commercial Pacific route had been restored and this, to a slight extent, relieved the situation, although, the breakdown had left a considerable accumulation of telegrams for trans mission over the Eastern Company's cables. The British Pacific cable is still down and no information is available as to when it is likely to be in working order again.

The interruption of two cables between England and the Mediter ranean ports (due to the very heavy weather recently experienced in the Bay of Biscay) has added not a little to the delay, and the reduction of the ;charge for telegrams from Ceylon-to- Europe to Re. 1 per word for private talegrams and to 50 cents per word for deferred messages, which came. into operation on March 1st last, may have slightly increased the volume of traffic.

In considering the question of cable delay at the present time as compared with the very slight delay (usually of a few hours only) normally experienced before the war it must be remembered that, before August, 1914, the Indo-European Company's cable. from Karachi to | Teheran through Constantinople and across the Continent (traversing both Russia and Germany) carried a very heavy traffic. When war broke out this cable was totally interrupt- ed and it is quite impossible: to say when it is' likely, to be restorede. The interruption of this route meant that a very large amount of ad ditional traffic was thrown upon the Eastern Telegraph Company's cables.

It will be remembered that a few days ago Reuter informed us that ä. representative of the Eastern Tele- graph Company in an interview stated that two new cables had been laid connecting England and Gibral tar and Malta and Alexandria respectively. He anticipated that a new cable from Aden to Bombay would be completed, and might be In working order before the Monsoon: broke.

This, of course, refers to the Base tern Telegraph Company's big" pro«

new cable which, will eventually con- rect Singapore, and London, and which will make an enormous differ- ence to the traffic.

A. Times of Ceylon representative learnt that the Aden to Bambay section of this cable will be most probably open for traffic early next”. month, and that it will make a big difference here. Commercial" men

may confidently look forward to an Ppreciable reduction in the delay between Colombo and the United Kingdom some time next month.

Of course, it is well known that urgent telegrams, at special rates from Ceylon to England have Been accept- ed here for some time, but it is not generally known that two days ago (on March 17th) the British Govern- ment allowed the acceptance of ur-- zat telegrams, outwards from London. This is a concession which may be of some value to commercial men in Ceylon as the delay on urgent telegrams la comparatively sight

The delay on deferred telegraras from London to Colombo still stands seven days."
