LORD MILNER IN EGYPT,
A DRAMATIO DIALOGUE.
"El Mir" publishes a resume of the recent conversation between Lord Milner and the GrandMufts, pf Egypt. According to the burnal, Lord Milner, explained that he had' called on the: Mufti simply as 12. visiter, and said that the situation, in Egypt had been much modified since he had been in that country. The Mufti replied: "Yes, for the better."
Lord Milner: Egypt is, generally speaking, very prosperous,
The Mufti: Its progress is most striking from the intellectual point of view.
Lord Milner:
Ferhaps 10,
observe the troubled spirit of the country, of which I do not know the cause.
The Mufti: That troubled spirit is due to a natural cause; After the declarations of great Allied statesmen proclaiming principle of. liberty for all. peoples, Egypt, as the exception, finds her hopes frustrated and a protectorate de clared. when she expecting in- dependence.
Lord Milner: I consider a pro- tectorate to be to Egypt's interest; because it defends her against aggres- sion. Do not the Egyptians under stand that the interests of Great Bri tain and Egypt require a protector- ate? Your independence would menace our interests in Egypt and the Orient.
The Mufti The Egyptians q not ignore your interests and those of other Powers, but charity begins at home. I cannot agree with the protectorate solution. The real solu tion is the independence of Egypt, with a guarantee of your interests.
Lord Milner: Discussion in this connexion is necessary. Inasmuch as the object sought is to safeguard the interests of the two nations, discussion could settle nine points- out of ten.
The Multi: No, Egyptian would enter upon a discussion except on the basis of independence.、
Lord Milner: I am certain that there are Egyptians who are disposed to treat with us, but fear keeps them" back.
The Mufti: Every country has its traitors, but any patriot would refuse to enter into such a discussion. Lord Milner: Cannot you con- vince your compatriots. of the use fulness of discussion which would be- more profitable than boycotting? Do not forget that we are the most powerful nation in the world. No country can oppose us. In asking for discussion we wish to prove our friendship. It is not to your interest that we should impose our will. Moreover it is not our desire to do
10.
The Mufti replied: In my capa- city as religious chief, I can only affirm that it is impossible to con- vince the nation of the utility of what I am unconvinced of myself. The entire nation claims indepen dence, and it would therefore be useless to speak any other langu age. I do not forget your power, but, if Egyptians bend to-day be fore force, they will profit by the first occasion to revolt. The guar antee of force is not eternal. An Arab proverb says: "Fear your enemy, but fear a thousand times more your friend, for your friend may become an enemy and he will know better how to harm you. Be- tween Syria, occupied by France, and Tripoli, occupied by. Italy, it is better for you that Egypt should be Independent and a friend...
Lord Milner: All that does not prevent a loyal discussion. The Ulema's message is hostile, yet I come to discuss with you.
The Mufti: A message emanating from a weak nation cannot be hostile, but proclamation on your art establishing a protectorate is hostile. We can have no discussion until the protectorate is withdrawn:
