PROSPECTS OF A LABOUR GOVERNMENT. Mr. Thomas, in his opening speech, re- ferred to the instruction of the previous Conference to send delegates to Russia to. investigate conditions. There, bad been some difficulty, pir. Thorine stated th garding passports, but it had been found that there was a possibility of getting to Russia without obtaining passports direct. The necessary drangements had now been: made for a joint delegation with the Labour Party Exceutive. (It is under stood that the delegation will include Mr. Arthur Henderson. Mr. Ramsay as donald. Mr. J. H. Thomas and Mr. Will Thorne).

action," Mr.

Advocating political Thomas declared, personally, his real be- lief in the early possibility of a Labour Government when the Labour Party would and itself the guardian of the whole community, instead of the trustee of a section. The policy of defying those in power would be an excuse for retalia- tion against its sponsors.

MR. LLOYD GEORGE BRADY.

Mr. Clynes asserted that the man who would most welcome direct action was If the Congress AC- Mr. Lloyd George. Lounced a general strike. Mr. Lloyd George would give them a general election on conditions which would and their class reat in twain, while all the other classen would be united to fight what would be regarded as an aggressive step. The force which the direct actionists proposed to employ was not a British but a characteristic.

Lossos, March 19th. The greatest satisfaction is felt as re- Rards the decisive character of to-day's and is vete as regards direct action" widespread among all classes while Labour circles express delight that the issue has been definitely faced and finally disposed of, as far as organised Trade Unter movement concerned.

A prominent Labourite is of opinion that the question will not again assume a serious for in this generation.

The Miners Federation meeting to-day will consider action upon this decision. The miners are now faced with the alter- natives of a solo strike or a new WILKES demand, and, as previously indicated, the latter is more likely.

Yesterday's vote does not imply Trade Unioniste ill-will towards Nationalisa tion. They will, doubtless. declare their sympathy in faveur of the campaign,

but it ie the greatest moral victory, and de- monstrates in the most significant fashion that the average British Trade Coincist is neither a fanatic nor a revolutionary..

LONDON, March 11th.

In the event of today's Trades Union Congress deciding to favour political action, it is generally anticipated that the miners alone will not call & nationalisa- tion strike, but they will inaugurate a campaign for higher wages, probably (an increase of a pound per week.

MINERS FRESH DEMAND.

LONDON, March 12th.

A Conference of the Miners' Federation has, by overwhelming votes, decided im- mediately to demand an advance in wages of 38, por shift for workers over 16 years of age and 18. 6d. for workers under 18 a from March 1st.

The Executive takes immediate steps to formalate the application and asks for an interview with Mr. Lloyd George to dia. cuss it prior to the resumption of the Conferers on March 24th.

BRITISH NAVAL ESTIMATES,

LONDON, March 12th. The revised Naval" Estimates for 1919- 1920 show gross expenditure of £37,000,000 and a personnel of 138,000 ne compared with" £173,000,000 and 280,000 personnel. In 1910-1920, the acourt assigned to "New" Construction was £4,000,000, but this was entirely for the completion of vessels laid down in war-time.
