KR. LANSING'S SUCCESSOR.

WASHINGTON, Feb. 25. It is announced that Mr. Bainbridge Colby, one of the leaders of the Pro- gressive Partyg under Colonel Roose velt, wilt succeed Mr. Lansing as Secretary of State..

SHIPPING SITUATION IS

MOST UNCERTAIN.

RISING COST: OF LABOUR: THE FACTOR IN FUTURE OF JAPANESE SHIPPING.

The future of the shipping situa- tion can be summed up in one word- uncertain. The rising cost of labour is one of the most important factors in.) the future destiny of Japan's shipping, and shipbuildings.

This is the gist of an article in the Kobe Yushin Nippo by Mr. Nobuya! Uchida, President of the Uchida Kisen: Kaisha, the Uchida Shipyard and the Uchida Trading. Company. At the time the world war broke out, he was a shipping man in Kobe, who had just sreated in, business in a small way, having resigned from the Shipping Department of the Mitsui Bussan Kai- sha He made the most of the op- portunity presented by the war, and he is now one of the wealthiest men Fin Japan.

FUTURE IS INDEFINITE.

"it is, of course, impossible to say definitely what will be the future con- dition of the shipping, situation," says ¡Mr. Uchida, Even men like me who are in the trade are completely in the dark as to the future. As roi one could foresee the outbreak of the war, so 'no one could predict when it would come to an end. The same true with all the unexpected develop- iments which have occurred since the world war broke out. Nor is it F06- sible to predict the future of the ship. ping situation. I can only say that the future is uncertain. But we should. not merely look on the developments in the situation; we should take pro- per steps to meet the new exigencies arising.

LABOUR WALL HAVE ITS EFFECT.

"I do not know whether the ship- ping market wilt become mere de- 'pressed or show a recrudescence of activity, by I do not hesitate to assert that the labour problems will have some effect on the future condition of the carrying trade.
