The decision of the Allies to leave Constantinople in the Turks' hands s approved in France.
The Temps states that the first stone of the structure of eastern peace has been laid, just as France wanted it. The decision is regarded as a matter for congratulation and preparing the way to a sertlement of other outstanding problems in Thrace and Asia Minor. Details of the military and naval control of the Dardanelles and Bosphorus will be settled by an experts committee. Marshal Foch willrepresent France.

LONDON, February 18.
It is understood that the Allies' note to President Wilson was de- livered to the United States ambassador in London. Hitherto the situation has been obscure because the Allied negotiations, which were secret, have been intermittently broken by a succession of rumours and unauthorised reports and the publication in Paris of one original draft, the replies to which were subsequently revised. It now appears that while the final text upholds the Franco-British proposals of Jan. 20 its tone is most conciliatory and studiously avoids any ground for wounding American susceptibilities.. Concerning this, Mr. Lloyd George at yesterday's sitting of the supreme council, insisted on the necessity for the utmost urbanity of form and language. As regards the so-called intervention of Earl Grey, The Times points out that he had interviewed Mr. Chamberlain as regards the untoward results of any dispute with the United States.. Unquestionably the issue is the most momentous since the cessation of hostilities, involving the future bonds of Anglo-American friendship.

The Morning Post's Copenhagen correspondent is able to state posi tively that Mr. O'Grady is conducting peace negotiations with the Bol sheviks, which negotiations are said to be progressing favourably. Several 'important points are already settled.
The Daily Mail says it is understood the Allies' reply to President Wilson says the circumstances surrounding the proposals of January couldn't be ignored and, the council was perforce compelled to make deci- sions in the voluntary absence of America's representative. The reply points out that the effectiveness of the December proposals is validated if Mr. Wilson will indicate how they can be carried out.

In the House of Lords, replying to Lord Buckmaster, Lord Hilton said the total deadweight debt of Great Britain on February 14 was £7,913,000,000, being a reduction of £85,000,000 compared with December 31. The debt due to the United States and to Americans was £985,000,000 and to other foreigners, including Japan and the neutrals, we owed £150,000,000.

Herr Ersberger, presiding at a conference on the question of Germany's debt, estimated that the republic will owe 204 milliards of marks on March 20 next, whereof a hundred milliards are for treasury bills bearing no interest.

UNITED SERVICES CONCERT.
It was a very good concert and vaudeville show that the United Ser- vices gave us last Saturday, at the Theatre Royal, in aid of Mrs. Waiter Speed. The good-willing amateurs- had come to the resepe from the Peak, from Kowloon, but especially from under water.. Once more Jack Tar proved to us that he has a big heart as well as versatile talents.
A. Granville, a submarine E.R.A., gave us the Song of the Vagram with a warm sympathetic voice that made. the audience encore him enthusiastic- ally. The Three Rascals" from L,3 and L.'submarines displayed genuine. humour in their comedy. W. G. Edwards, chief ship't of the "Am- brose," met with equal applause in his singing. Miss N. Williams was a charming picture in pink and laven- der in her eurythmic dancing à la. Dalcroze.
Mr. Spettigue was an excellent comic as a rubber-man. C. W. Phil- lips a submarine telegraphist, seem- ed perfectly at ease in the Land of Wedding Bells." A. East, P. Officer of L.4 submarine, impersonated in his song Burtle the Bluffer with more than amateurish talent. Mr. Aslett, our Sanitary Inspector, is certainly Fond of physical exercise. Mr. Green gave us the song of the popular, captain. His voice has enough range and quality to aspire to operatic solos. Lt. Col. R. M.. Crosse who gave us some time ago the primeur of his domestic songs (10 Kitchen Maid, to a House Maid, to Parlour Maid) addressed this time the society maiden..
Miss Prickett sarga children's song: she has a good contralto voice. Sergeant B. R. Roberts as a gener and Mr. E. T. Crocker as a Barione ended the programme together with -Lt.-Comdr. Franks. The latter creat- ed general hilarity with his duett "Lover and Spanish Lady" acted with the passion becoming to the country of Carmen, G. The wedding took place at Union Church on Saturday of Dr. George Harald Thomas of the Tung Wah Hospital and Miss Norah Gourdin, third daughter of the late Mr. A. O. D. Gourdin and of Mrs. Gourdin of 32, Nathan Road, Kowloon. The bride was given away by her mother and was attended by her sister, Misa Kathleen Gourdin, as bridesmaid. Mr. N. Teesdale Mackintosh, MA, Registrar of the University, was best
man.
In spite of the fact that the wedding was of a very quiet character and invitations had been issued only to the most intimate friends and re- larions, the Church was well filled by University professors and students. An informal reception was later held at the Hongkong Hotel at which were present: Hon. Dr. Claud Severn, Dr. and Mrs. Jordan, Sir Robert Ho Tung.. Hon. Mr. Ho Fook, Mr. Franks, Professor and Mrs. Digby, Mr. C Ralphs, Professor Warren, Dr. McKenny, Dr. and Mrs., Kecb, Dr. Arthur Woo, Rev. and Mrs. J. Kirk Maconazhie, Miss Skipton and Professor Brown.
The health of the bride and bride- groom was proposed by Dr. G. P Jordan the pro-Vice-Chancellor of the University.
