The Foreign Secretary has appointed a committee under the chair- manship of Sir Charles Eliot to advise regarding the common policy towards British-institutions which would tend to promote solidarity among British, communities in foreign countries. The committee will be given a wide scope and will examine the question of further fostering solidarity and of propagating British ideals in foreign countries.
Amongst the suggestions made are the registration of British subjects, encouragement of British schools and chambers of commerce, etc., and local British newspapers and clubs."
