CARDINAL BOURNEY LABOUR FORMULA.

Speaking at Stake-on-Trent on the Industrial situation, Cardinal Bourne said it was now generally admitted that the first charge on any industry must be the provision of a living wage for all engaged in it. The question whether the labour candi tions created by the war could be maintained as a natural outcome of the industry or whether, they were due to Government control and subsidy was one on which there was a great divergence of opinion, and it was for the Government to place before the public in an intellig- ible form, with the guarantee of an impartially constituted tribunal, the real facts to determine what were the burdens that industries could safely carry at the present time. Justice demanded a fair wage, but, at the same time, called for a con scientious fulfilment of the duty that received a fair remuneration. Em- ployers were not justified in trading on the helplessness of those whom they employed in order to obtain their labour atteo lowarate of recompense. An unfair attitude on either side was. 'morally indefensible and could ind no justification in appeals to so-called economic laws.

There was solid ground for con- fidence that, when the real conditions. of industries were at last discovered and made known in an intelligible form, the conscience of the vast majority bath of employers and employed thus enlightened, would insist on a fair wage for fair toil as well as on a just return on the capital which such toil rendered 'capable of bearing fruit.

So far back as 1897 the Cardiff Corporation took an active part in this movement, and presented a memorial to Queen Victoria praying! that arms representative of Wales might be introduced into the Royal shield and the coinage, and that the mblem of Wales should be added to the national flag of England. Several efforts have been made since then, and it is now fell that in view of the contribution of Wales to the war, and great bravery of in soldiers, an effort should be made again to secure the objects aimed at.. An advisory committee has been set up to press forward the claims of Wales the desired recognition.
