The Time New York correspondent says the anti saloon teaque is starting almost immediately a world prohibition campaign backed by a fund of ten millions sterling. Britain, which is described as "the keystode of the world's liquor traffic arch" will be the first country stacked; but the operations will be conducted from Washington in practically every country of the world, from Scotland to Japan. The organisera of the movement declare that if Japan adopted national prohibition it would have a profound effect on the entire East.

GOVERNMENT CARGOES IMPEDE WORK,

LONDON, January. 6.

The final report of the select committee cn national expenditure deals with the Ministry of Shipping. It finds its work as a whole was most efficient. The main subject of criticism is the expenditure on National shipyards, the loss whereon must have been most heavy, but the stress of war justified the scheme of building fabricated ships on a great scale, There was insufficient control of expenditure, especially during the periodi preceding the armistice. But the utmost allowance must be made for the difficulties of the situation. The cost of concrete vessels, wherefor the Shipping Controllers was no responsible was much heayle than was anticipated. The cost of concrete. Barge averaged.27,500 as compared with 17,000 for a cel barge. The committee approves the decision of the ministry to sell the shipyards. It regards the work of the ministry generally, and the policy of the controller since the armistice as tending to restore shipping, and normal, commercial conditions but this was affected by the operations of the Ministry of Food, the Admiralty and the War Office, and especially by the congestion at the ports. Sixty million tons of imports were handled annually before the war without delay. Now forty million tons are hand with difficulty owing to the accumulation of government cargoes..
