It is reported that a proposal is afoot to organize an association similar to Lloyd's, of Great Britain, so that Japan's shipping can be inde pendent of the latter's control

Some years ago Japan proposed to Lloyd's that she should have a ship classification association of her own, but could not recognize the Japanese claim in view of the condition of Japan's shipping trade at that time if the Japanese society to be estab lished was to have the same authority as Lloyd's, instead of being subor. dinate to it.

It is now reported that the British ship classification society, which is a strong rival of Lloyd's, is considering a proposal to co-operate with or ganizations in America, Italy and Japan, and has already approached this country. It is understood that the proposal is welcomed by the Marine Association of this country. It takes the view that Japan should become independent of a foreign or- ganization, in regard to classification andcther matters regarding merchant- men. Instead, it is necessary for the development of the country's ship. ping trade that the decisions relating to mercantile ships should be made j by its own association recognized by the word. From this point of view the Marine Association welcomes the proposal and desires it to co-operate with similar associations in other countries. It is said that the Japan- ese shipping men interested will try to have representatives of British. American and Italian association to come to Japan to make arrangements for the proposal:-
