PARIS, December 2.. Referring to Marshal Foch's letter to the Supreme Council, French papers say the text of the letter has not been published, but it contains the latest information on the gradual increase of German military power Herr Noske, the German War Minister, is not telling the truth when he says the German forces do not exceed 400,000 mēn. This figure does not include regiments of Volunteers, the Home Guard, the Rural Milita and armed police, which auxiliary forces amount to 700,000 men. Altogether Germany has nearly 1,200,000 men available.
