THE GERMAN SHIPS.
FRANCE WANTS SUBMARINES.
PARIS, November 30. Further details of the Supreme Council's decision with regard to the German warships confirm the previous messages, except to state that one battleship, one light-cruiser and three torpedoers will be given to each of the five principal Allies, for experimental and propaganda purposes and that while Britain, France, Italy and Japan have agreed to distribution of the proceeds of the breaking up of the warships among the five principal Allies or the basis of warship losses in the war, the United States has "not yet given a decision. France proposes that all enemy submarines be broken up, except ten which will be allotted to France, which alone as unable to build submarines in war-time..

The meeting of the Supreme Council to day decided that the breaking up of the Garman ships should begin immediately and be concluded within two years. Regarding the disposal of enemy submarines the French Government, which always opposed destruction of these vessels, suggested as a basis of discussion that the submarines be divided in the same proportion as the surface ships, each power doing as it pleases with its share. The discussion was adjourned.

GERMANY BURRENDERED
WARSHIPS.
BERLIN, November 29th. Germany has sent a memorandum to the Peace Conference blaming the Allies for the Bespo sinkings as the warships, contrary to the Armistice, were interned in British ports and not in neutral ports. Gerinany contends that Admiraf von Router
had been cut off from intercourse with his homeland and was bound to same that the Armistice had ended on June 21st, and, therefore, he ordered the sinkings,
in accordance with seamens' usage.
Admiral von Reuter had been with- draws from the German Government's authority and the latter, therefore, had no responsibility for his acts,
In order, however, to prevent the dis pute delaying the Peace Treaty, and thus. delaying an effect which is urgently de- sired in Germany, it is proposed that the affair be submitted to the Permanent

PARIS, November 29th. of France. President of the Governing Body of the International Labour.
The neveroper printers have decided, Office, stated that until the Peace Treaty was ratified the decisions of the by 41 rotus to 107, to resume work, Conference would have no binding effect, but when the Treaty was ratified action must be taken to make them efective. The Conference, thereupon passed a resolution authorising the Governing Body to take such action. It was announced that the International Labour Office will be located provisionally at the temporary seat of the League of Nations with secretary in London..
THE RUMANIAN ULTIMATUM.
RECOMMENDATION BY THE ALLIES.

PARIS, November 30.
The Allied ultimatum to Rumanía on November 24 after stating that Rumania's reply on November 2 was unsatisfactory, emphasises the pati- ence of the Allies towards Rumania and points out that but for the immense sacrifices of the Allies Rumania would now be ruined and hope lessly enslaved. It invites Rumania to take the following steps uncond tionally. First, to evacuate Hungary entirely, retiring behind the frontiers fixed by the Peace Conference. Second to accept the formation of an inter- Allied Commission to deal with Rumanian requisitions in Hungary. Third to sign the Austrian Treaty and Minorities Treaty on the conditions in the Supreme Council note on October 12. Failing a satisfactory reply by De cember 2, the Allies will most regretfully break off relations with Rumania.
BRITISH PRISONERS IN RUSSIA.
HOPE OF SUCCESSFUL-ISSUE.
COPENHAGEN, November 30. Apparently there is no prospect of a termination of the conference between Mr. O'grady and Litvinoff for some days, though it is understood there is hope of a successful issue. Litvinoff informed Mr. O'grady that he saw the British prisoners just before leaving Russia and they appeared to be contented, except regarding food and lack of warm clothing.

COPENHAGEN, November 30.
An officia! message from the Lett Bureau states that Latvia has not declared war on Germany but that Lettish German relations have been brokes off owing to General Von Berhardt, on instructions from the German Government, assuming the protection of troops which were fighting against Latvia, thereby violating the Versailles Feace Treaty.
A PROTEST.
WASHINGTON, November 30. The Convention adopted by the International Labour Conference in demnifying women and wage earners for the time lost during child birth, provides for six weeks leave with payment before birth and same compensa tion after birth. A feature of the closing session was the protest by Mr. Gemmill, South Africa, against the preponderance of European representa tion on the Governing Body of the International Labour Office, in which 20 out of 24 members represent European countries. The Conference endorsed Mr. Gemmill's protest by 44 to 39. The Governing Body meets in Paris on January.

MURDER OF ROSA LUXEMBURG.
BEZLIN, November 99th. The Hanover correspondent of the Berliner Zeitung reports that Otto, who has been living in Hanover under the name of Koch, has admitted the murder of Rosa Luxembourg. He has been arrested and placed in a military prison.
A DISASTROUS FIRE.
VIENNA, November 28th-
A are broke out early this morning in a wooden shed at Mark Graf Neuseid, in ti vicinity of Vienna, where 108 Czecho Slovak agricultural labourers were asloop; Fifty-four perished in the flames and twelve were seriously injured The catastrophe was due to the explosion of petrol of ammunition.
