HONGKONG TIDES.
The tide table free below has been sompied at the National Almanac Office in london from the result of the analysis of observations taken by means of an automatic tide-recording machine in the Water Police Basin at Taim Sha Taui foring the years 1909-9.
The zero of the table corresponds with the rare of the sounding in the Admiralty Chart, which has been found to be 4100 # inches below mean sea-level
DUAL GOVERNMENT OF INDIA.
SIR M, O'DWYERS OPPOSI-

Sir Michael O'Dwyer, who was Go vernor of the Punjab to the end of May, when he had completed thirty-three years' service in India,. gave evidence
before the Joint Committee on the Government of India Bill, sitting in the House of
Lords.
He accepted the main views of report. the.. Montagu Chelmsford except with regard to dualism. With regard to the political classes' in India who desired to bring the! whole administration under their sole control, he said that in so far,
as their object was to prove their own capacity and to obtain wider scope for Indian ideas and Indian personnel, that object was quite legitimate. But that object could be adequately secured by giving
them, as proposed in the majority
scheme, a larger share in the work of the Joint British and Indian
Administration as a whole.
In so far as their object was to
xclude British experience and
capacity in the administration which
was
those qualities had built-up, that object appeared inconsistent with the Avelfare of the community; and the British Government, which responsible for the general welfare, should not allow the general interests to be subordinated to that of any one class or any one interest, whether Eastern or Western. If the business of the Government was to be inspired by a common purpose, that could not be obtained under a dual form of government.

The aim should be to organise and unite the two elements by close asso- ciation for a common purpose. The dual system emphasised them by an artificial and ever-increasing separa- tion. The best way to secure this unity was to recognise that the British and Indian Governments were working for a common object. They had a common mandate and common responsibility; they thought the association and partnership of the, British and the Indian for this com- mon object would in the large majority of cases secure unity of views and unity of effort.. That was the conclusion of seven out of the nine local Governments concerned. Their scheme modified the Montagu- Chelmsford scheme in one important respect by eliminating the danger of dualism. A feature of it was that the joint Executive was half Indian and half British, there being two British and two Indian representa- tives besides the Governor.
THE LIMITED FRANCHISE. In reply to Lord Islington, Sir Michael said there were large dis tricts not represented on the Legisla tive Council which it might be desir able to have represented. When there was franchise in which all classes of the electorate were capable of being adequately represented, be thought the recessity for nomination would disappear. That was one of the steps to which they looked for- ward. In some provinces it might be possible to do so to day. The official members should be nominated by the Governor and appointed by the Crown. It was very desirable that all the members should have the
game status.
Lord Sinha asked Sir Michael if he would allow a real transfer of power under present conditions to such re- presentatives of the people as it was possible to secure.
Sir Michael: Yes, subject to neces sary safeguards due to their inex perience, and not being really repre- sentative.
