TWENTY-FOUR-HOUR

TIME.

The twenty-four-hour system of telling the time has been explained more or less thoroughly by most of. the papers in announcing the official inquiry into its advantages. It would be a pity if the inquiry should be pre- judiced from the beginning in the mind of the public by a false im pression that the Continental system would mean the conversational use cfa string of figures like 17 30 and the disappearance of such convenient idioms as "half-past five" or a quartes to four." Common practice | in the countries where the system is in use reserves it solely for the written or printed expression of the time. day. A Frenchman does not in practice remark "I will meet you at 18 45," however accustomed he might be to that formula as a starting time for a train. In conversation be would say "quarter to seven"--or, rather, "seven less a quarter." which Is his own idiom.just as he did before the twenty-four-hour system was adopted in his country. But if he were wiring, say, the time of his arrival at a place where he hoped to be met he would certainly use the figures, which would not only ensure accuracy but also save him the cost of including in his telegram a super- fuous word like "morning" or "after- noon," To say a thing in the shortest way and with the least chance of its being mistaken is-or ought to be- the first aim of the written word on which affairs depend. It is in such matters, and in the preparation of railway time-tables, that the advant ages of twenty-four-hour time lie, not in any unnecessary complication of the spoken tongue,
