In the House of Commons, Sir R. Horne moved the second reading of the Industrial Disputes Bill, the features whereof are provision for a per- manent industrial court of inquiry and the dropping of compulsory arbitra- tion existing under the present act. The Bill also provides for the con- tinuance of wartime rates of wages till September 1920. The reason com- pulsion was dropped was that employers objected to the clause empower ing workmen to compel employers to accept arbitration on wages disputes The President.
