EARLIER TELEGRAMS.

(Reuters Service to the China Mail) : STATUS OF THE DOMINIONS.

Lowbox, October 20th,

A discussion in regard to the new status of the Dominions has been excited by the starement of Sir James Allen, in the New Zealand Parliament, that en perial order in Council will enable New Zealand to legislate for Samoa

Professor Berriedah Keith, in a letter to the Times, says that this would have been tras under the old regime, but the Dominions have now acquired rights over ex German territories from the League of Nations direct. He declares that with. Colonial status - not disappearance of merely the Courts of New Zealand, but the Judicial Committee itself, would hold that the Dominion Parliament, has full authority to legislate for Samoa. More

in legislating for Samoa, the ever, Dominion Parliament is not subject to the royal right of disallowance applicable to Colonial enactments, and no right of! appeal to the Judicial Committee exists regarding judgments in the Sana Courts or the New Zealand Court on appeals from Samoa,

Professor Keith adds that are other. complex problems, of which General Smate appears to be conscious, involved in the new regime. He bopen, that they are already overpring the most anxious con- sideration of the Imperial Government, for on their just solution depends the effective maintenance, of Imperial unity.

The Manchestergrain, in' an editoring supporting Professor Keith says that it may also be pointed out that: if a British Botainion was involved in a dispute with a mandatory people, the devision will rest not with Britain. but with the Lengar.

It adds that be importance of this change more clearly recognised in America, where the Republicans propose that Britain and the Dominions be restricted to one vote in the League Coun cil in matters in which they are involved. The Guardian tears that this will be unpopular in the Dominions, and says. that Sir Robert Berden's recent insi ence on the Canadian Parliament's right to debate the raification of the Peace: Treaty is symptomatic of the increasingly visible determination of the Dominions. to assert their individuality to limits. compatible with holding the Empire to- gether.

"The Ganzdian concludes by saying that il the League is not to be faced with embarrassments, for which. no provision has been made, it is essential that the new.status of the Dominions be fully con- sidered and regularised in the qes of tho world.
